Case Study: Birdville ISD Enhances Roof Access Security with Lift & Lock® Roof Hatch Openers

Problem Statement: Birdville Independent School District serves more than 30 campuses throughout the Fort Worth area. In February 2025, district personnel contacted Safety Rail Source® seeking a solution to improve rooftop security and prevent unauthorized roof access through existing roof hatches.
The request was driven in part by Texas Administrative Code 19 TAC §61.1031, which requires schools to keep roof access openings—including roof hatches, skylights, and ladder doors—closed, latched, and locked when not in use. Unsecured openings can create both security concerns and fall hazards for students, staff, and visitors.
Problem Resolution: Safety Rail Source recommended the Lift & Lock® Roof Hatch Opener, a system that allows roof hatches to be safely opened, closed, and locked from the base of the ladder. By eliminating the need to access the roof to secure the hatch, the Lift & Lock helps schools improve safety, security, and compliance.
Because each Lift & Lock system is custom-engineered to fit the facility's existing ladder and roof hatch configuration, Birdville ISD simply completed a measurement form to begin the process. After receiving the measurements in April 2025, Safety Rail Source provided pricing within one business day and shipped the custom system within seven business days of approval.
Installation & Expansion: Safety Rail Source partnered with Patrick Rogers of Belmont Safety to coordinate the initial installation. After successfully installing the first Lift & Lock system, Patrick provided Birdville ISD personnel with detailed installation guidance to support future projects across the district.
During the site visit, additional roof hatches were evaluated and measured, allowing Birdville ISD to plan future Lift & Lock installations throughout its facilities.
The Result: The Lift & Lock Roof Hatch Opener provided Birdville ISD with a practical solution for improving rooftop security while helping the district meet current Texas safety requirements. The district was pleased with the added protection, ease of operation, and ability to secure roof access points without requiring personnel to access the roof.
